Public-Private Partnership

The public-private partnership (PPP) is a mode of financing and management by which a public authority appeals to private sector companies to finance and manage equipment or services contributing to the public utility service. The private partner receives in return a payment of the public partner and\or the users of the service whom he manages.

The objective looked for in PPP is generally the realization of a quality public service utility at a lowest cost for the user and the taxpayer by the implementation of a service privatization. The public-private partnership is generally considered as a means to mobilize important financial means allowing the necessary investments for quality public utilities services. These privatizations do not mean generally the retreat of the state but rather a redefining of its role as authority in charge of the rule in a economy market.

In spite of an absence of formal proofs of a particular shape of PPP, certain principles appear to contribute to a better efficiency of the public utility:

1. Certain privileges must be assured by public utilities:


  • The definition of the priorities and the fields of activity
  • The institutional organization of the sector
  • The control of public utilities realization
  • The investments realization which are not realized by the private, generally the investments the profitability of which is assured on the long term considering their importance with regard to the expected incomes

2. The contract has to allow the private its investments profitability


3. The consumers active participation must be effective upstream


4. The principal consideration of good governances


5. The efficiency implementation of a systematic and regular evaluation of public utilities


6. The implementation of independent rule and surveillance body of the PPP.
